Types of oil products stored by SAGESS
In metropolitan France, the obligation applies to four categories of oil products:
- gasolines,
- gasoil and heating oil (distillates)
- jet fuel
- heavy fuels.
These stocks are only for civilian use. Products for military use are managed independently by the government (via the Service of Petroleum for the Armed Forces). SAGESS stocks of oil products comprise:
- 95 and 98 gasolines (no aviation fuel);
- gasoil, heating oil (no paraffin oil);
- jet fuel;
- crude oil, as a substitute.
No heavy fuel stock is kept by SAGESS as the level of tickets held by the operators for the CPSSP are sufficient to fulfill the reserve obligation for this category of product.
Quantity of stored oil products
SAGESS stores oil products ready to be consumed or refined, respecting legal specifications, quality and quantity. The oil purchase strategy takes into account volume needs and distribution by product type. Strategic reserves of oil products must be permanently maintained for each category of product at a level equivalent to a percentage of the inland consumption for the previous year (28.5% as of July 1, 2011 and 29.5% from July 1, 2012, in accordance with the European directive which will be effective from January 1, 2013). It is possible to store crude oil instead of end products, provided that this substitution remains within the maximum proportion set by decree, that is a maximum of 44% (to be 50% in the future).
